City Council holds public hearing on grant for street redevelopment

WAUPUN — The Waupun City Council held a public hearing for the Community Development Block Grant (CDBG) application, among other items, at the most recent Common Council meeting.

The meeting was held March 24, 2026 and was a combination of both regularly scheduled meetings for March, as the original planned date conflicted with the Waupun Business Alliance banquet, held March 10.

Starting at 5:30PM, the meeting opened with the public hearing. This was to provide an opportunity for public involvement in the process, inviting all impacted residents to attend and provide input as one of the requirements of the grant in a “public participation plan” approved at the previous meeting on February 24.

The grant will go towards a part of the redevelopment project of N. Grove Street, Park Street, Franklin Street, and Roosevelt Street, which will begin in 2028. The grant will go towards N. Grove and Park Street in particular.

For the public hearing, Kari Justmann of MSA Professional Services provided an overview of the CDBG grant process, representing the engineering firm hired by the City for drafting the redevelopment plans. Justmann explained what the CDBG was designed for and recent updates to the program. She noted that there will not be a potential for residential or business displacement from the Grove/Park St project that a current grant is being provided to.

Following the discussion, three resolutions were passed. These included a resolution authorizing the City to submit the grant application, a resolution to adopt a policy on non-violent protests, and another resolution to develop an Anti-Displacement and Relocation Assistance Plan for the CDBG program.

All resolutions passed unanimously, and no comments from the public were made.

The Council then moved onto ordinances and resolutions. These included:

Ordinance to amend Ch 6.03(2) entitled Traffic Code-Other Intersection Control for Stop Sign Placement due to Shaler Drive Extension — Motion to waive first reading, motion Alderwoman Kunz, seconded Alderman Matoushek. No discussion, passed unan.

Resolution Establishing and Committing Fund Balance to an Emergency Medical Services Fund — Motion Matoushek, seconded Kunz. No discussion, passed unan.

Resolution Establishing a Revolving Loan Fund and Authorizing the Transfer of Reserved General Fund Dollars for Child Care to Capitalize the Fund — Motion Alderman Siebers, seconded Matoushek. No discussion, passed unan.

The Council then reviewed recommendations from City Boards, Committees, and Commissions. These included:

Award Bid for Shaler Dr. Extension Project — To Kartechner Brothers for $809,453.73. Motion Kunz, seconded Matoushek. Passed unan, no discussion.

Equipment Package for Tandem Patrol Truck — To Madison Trucks for $177,966.00 for 9 months lead time. Motion Siebers, second Kunz. Passed unan, no discussion.

2026 Department of Public Works Equipment Rates — Motion Matoushek, second Siebers. No discussion, passed unan.

Award Quote for Aquatic Center Camera System — To Pros4 for $9,383.50 plus additional $2,777.40 for slide camera. Motion Matoushek, second Kunz. Siebers said the camera was for liability related to the higher slide, and noted that it was all new cameras for a cloud system. Noted that it uses the same system as the Community Center cameras. Passed unan.

Up next was Consideration and Action for the Council.

YMCA of Dodge County Waupun Family Aquatic Center Collaboration Agreement — Motion Matoushek, seconded Alderman Kaczmarski. No discussion, passed unanimously.

Law Enforcement Drug Trafficking Response Grant Award and Purchases — Authorized to purchase equipment for $25,000. Motion Kunz, second Matoushek. Kaczmarski asked if the police officers needed training for the new equipment, Raasch said yes. Equipment should arrive within the next month. Passed unan.

Adopt 5-Year Capital Improvement Plan (2026-2030) — Motion Siebers, seconded Kunz. Passed unan.

City of Waupun 2026 CDBG Application & Environmental Review Agreement with MSA Professional Services Inc. — Application for a grant in the amount of $16,000 for Grove and Park Sts. Motion matoushek, second Siebers. Kaczmarski asked about the timeline for the grant. It is due May 14, but should be announced about this fall. This is a 2028 project, per City Administrator Kathy Schlieve. Passed unan.

Emergency Medical Technician Job Description — Motion Siebers, second Matoushek. Passed unan, no discussion.

2026 Fire & Rescue Department Emergency Medical Service Rates — Motion Siebers, second Kunz. Kaczmarski asked if an independent agency will solicit the bills, which DeMaa said they would, and that the ambulance rates would be the same as the Lifestar ambulances. Passed unan.

Magnet Forensics Digital Forensics Investigative Software Agreement — Motion Kunz, second Matoushek. Passed unan, no discussion.

Following the action items, the Council reviewed resignations from the Boards.

And finally, the Council reviewed the 2025 MS4 Annual Report on the stormwater system in Waupun. Public Works Director Jeff Daane said that the report includes basically everything related to road conditions and for stormwater conditions. He noted that there’s a lot of things that are included in it that most people wouldn’t think about. The entire report is included in the meeting agenda packet.

The packet also included the department reports, which were skipped during the meeting due to the already long agenda.
