WAUPUN — The Waupun City Council approved a developer agreement with Highway View Holdings to construct new single family homes along the Shaler Dr extension this week.
The agreement was approved at the Common Council meeting held July 14, 2026. The meeting was called to order at 6:00PM with all in attendance.
Before moving to action items, the Council gave the floor to Envision Greater Fond du Lac, who discussed housing and employment in Waupun and Fond du Lac County as a whole, along with updates to various Envision programs.
First item on the agenda was the Certified Survey Map of Lot 2 CSM #5337 Waupun, Dodge County WI. The lot is currently a farmfield between Seymour Lane to the north and Claggett Ave to the south, with the current address of 1050 Shaler Dr. The survey map included the addition of the public roadway easement for the Shaler Dr extension as the lot currently extends all the way to Highway 151. The changes passed unanimously with no discussion.
Second was Offer to Purchase with Highway View Holdings. As part of the development agreement, the City of Waupun and Highway View Holdings agreed to a land exchange to facilitate the Shaler Drive Road Right of Way on the property. The item passed unanimously without discussion.
The final item was the Developer Agreement with Highway View Holdings. Before voting, City Administrator Kathy Schlieve said they’ve been working on this project for a number of years to answer the problem of available housing development, and now that the Shaler Drive extension is underway, they can develop this lot for new housing.
Andy Glewen and BJ Yohn are the developers, and will work with the City on the project. Both were in attendance at the meeting.
Alderman Pete Kaczmarski asked about the timeframe of the project, City Administrator Schlieve said the goal was to get it started as-soon-as-possible. The Plan Commission will go through the platting process next week, but it will likely begin this fall.
The development agreement passed unanimously, motion Alderman Matoushek, seconded by Alderwoman Kunz.
As the August 11, 2026 Council meeting was scheduled for the same date as the Partisan Election, the Council agreed to combine the monthly Council meeting with the Committee of the Whole meeting scheduled for Tuesday, August 25, 2026.
The Council then unanimously approved the license and permits and authorize payment of expenses, along with the new job description for the Light Equipment Operator at the Department of Public Works.
The meeting adjourned at 6:28PM.
“The housing project with Highway View Holdings has been in discussion since 2022 and was included in our TID 9 plans when that was created,” Kathy Schlieve said in a statement following the meeting. “The grant we obtained from Dodge County to support the Shaler Drive extension was really a catalyst to help move this project across the finish line and I thank the County Board for their support.”
“Realtors regularly report that we have a severe shortage of housing and people who want to live here are unable to find available housing, causing them to buy elsewhere,” she said. “At any given time we typically have less than 5-7 homes on the market for sale and not under contract. A healthy housing stock would be roughly 8 to 10 times that number. Buildable lots with infrastructure are difficult to find in Waupun and this project opens the door to address some of the challenges we’ve been experiencing.”
There will be a mix of lot sizes in the new development to accommodate a range of houses from 60’ on up, with the planned construction to include a combination of spec homes and a few lots for larger custom homes.
“This is an exciting day for Waupun,” Mayor Bishop said in a statement following the meeting. “Thanks in large part to Andy’s investment and United Cooperative we’re able to connect Shaler Drive, and this development will bring us new housing—and as we all know, Waupun needs housing. I’m excited to see Andy’s vision come to life and I’m thankful to him for again investing in Waupun!”
The first phase of the Shaler Drive extension has already begun, and construction on the homes will begin once roads and utilities are installed in the new development area, which is expected to be ready this fall or early winter. If all goes according to current plans, new houses may go on the market as early as next summer.
At the June 30 meeting, the Waupun City Council also approved the construction of four new apartment buildings by Carver Flats along the Shaler Dr extension. The new buildings will be the same style as the current Carver Flats apartment complex, located just across Bayberry Lane.
