City Council discusses land acquisitions, Shaler Drive extension

WAUPUN — The Waupun City Council discussed several land acquisitions at the Common Council meeting held May 12, 2026, along with plans for the Shaler Drive extension.

Starting the meeting, the City Council heard from Andrea Jansen, representing Baker Tilly, on the 2025 City of Waupun Audit Report. The fund balance total was $9,021,693 for 2025. Also discussed general obligation debt capacity and other items. The report was included in the agenda packet. No questions from Council.

There were no comments from the public.

One resolution was on the agenda, the 2026 Transportation Resolution. This resolution was a request from municipalities to the Governor of Wisconsin and State Legislature “to enact a comprehensive, sustainable transportation funding solution” that would provide revenue growth to fund projects and long term planning. Motion to approve Alderman Matoushek, seconded by Alderman Siebers. Passed unanimously, no discussion.

The Council then moved on to Board and Committee Recommendations.

From the Plan Commission, Certified Survey Map of Lot 1 CSM #3577 Waupun, Dodge County, Wisconsin – Shaler Drive Extension. This would change the borders of the existing parcel along the planned route of Shaler Drive, providing additional space to the road right of way. The property is just north of Heritage Ridge and south of Country View Dr. Motion to approve Alderman Siebers, seconded by Alderman Matoushek. Passed unanimously, no discussion.

From the Department of Public Works, repair of windows on Waupun Heritage Museum. The Carnegie Foundation donated $10,000 to the Waupun Public Library in celebration of the 250th Anniversary of the United States, of which the Library Board has designated $9,000 towards the preservation of the Waupun Heritage Museum—the former Carnegie Library.

With this donation, an additional $1,777.20 is requested from the City general fund to meet the quoted cost of repair to the leaded windows, estimated at a total of $10,777.20. The estimate was received from Studio K Stained Glass of Appleton for the restoration of 12 double house stained glass windows.

The motion to approve passed unanimously with no discussion.

Next was the MSA Professional Services Agreement for Fraser Lane Extension Project. Fraser Ln is currently a short dead end off Mayfair St that ends just north of Seymour St. The planned extension would continue south to connect with Seymour St and end at the existing property line, so it is prepared for future development in that area. The agreement is for the development of the engineering plans. Motion to approve Siebers, second Kunz. Passed unan, no discussion.

The Council then moved on to action items.

First, the Waupun Fire Department requested approval to sell old equipment—specifically Self-Contained Breathing Apparatuses (SCBA). The Fire Department intends to reach out to other departments in the state if they would be interested in buying them. Motion to approve Matoushek, second Westphal. Passed unan, no discussion.

Next, the Council discussed an offer to purchase property at 26 N Mill St, TID 3. This house is located downtown behind the National Bank of Waupun and was recently listed on the sheriff’s sale. Karl Huth purchased it at the sale and intends to sell to the City on contingency for $125,000. Alderman Kaczmarski asked about the long range goal of the property. City Administrator Kathy Schlieve said the plan was the expansion of parking downtown, and due to the condition of the property it has been determined to demolish the property to develop additional downtown parking. Passed unan.

From earlier in the meeting, the offer to purchase land for road right of way for Shaler Drive. The offer was for the amount of $15,000. Motion to approve Alderman Siebers, second Alderman Matoushek. Alderman Westphal asked if it was the same certified map from earlier in the meeting, which it was. Passed unan.

Prison City Pub Stipulation Agreement — Kristine Salkowski, prop. Motion to approve Alderman Siebers, second Alderman Kaczmarski. Alderman Kaczmarski asked Police Chief Jeremy Rasch if they were content with the agreement. Rasch said that they feel the business owner now understands the actions taken by the Police Department and City of Waupun. Passed unan.

Monthly Financials – March/April 2026 — Motion to approve Alderman Matoushek, second Alderwoman Kunz. Passed unan, no discussion.

License-Permit Applications, Expenses — Motion Alderman Siebers, second Alderman Kaczmarski. Passed unan, no discussion.

The Council then went into closed session.

Negotiate Land Acquisition in TID 3 for Property Located at 16 N Drummond St — Small property that used to be a feed mill behind 24 E Main St. The feed mill was recently torn down. This property neighbors the Waupun Safety Building.

Negotiate Investment of Public Funds in 225 E Spring Street.

Negotiate Investment of Public Funds for Housing Development North of Claggett Avenue in TID 9 — As part of the Shaler Drive extention.
