WAUPUN — The City of Waupun Plan Commission discussed proposed changes to the Tax Incremental District #9 and the creation of TID #10 at the meeting held Wednesday, June 18, 2025.
The Commission also discussed a certified land survey map for the vacant property on the corner of Watertown and Libby St, which the City of Waupun purchased last month from Phoenix Industrial Investors who currently own the former Silgan plant across the street. The lot was previously part of the same parcel, but was separated by the City for the purchase.
This lot, and two other parcels, were purchased from Phoenix Industrial Investors for the total amount of $325,000. The properties are planned for advancing the City’s goals in housing development in the community.
One of the lots purchased from Phoenix Industrial Investors is in TID #9, a strip of land along the farmland just south of Mairfair Apartments.
The lots opened up on the northeast section of TID #9 can now be properly developed for residential use, likely single-family housing. The east-most end of the lot will be used to connect Shaler Dr.
In the industrial section of TID #9, United Cooperative has already constructed a large grain storage facility and soybean processing plant. Eagle Flexible Packaging is also constructing a new facility on Wilson Dr.
The southeast section near Heritage Ridge Travel Plaza is planned for residential, including four market-rate apartment complex buildings constructed and managed by Carver Flats, LLC. The first apartments are expected to be available for rent by summer 2026.
As for TID #10, the new district is exclusively over the former Christian Living Center—now apartments and Go Dutch Solutions catering—which will help rehabilitate the property into a more modern and up-to-code apartment complex and improve the surrounding infrastructure.
