City Council approves storm sewer and street improvements agreement with MSA Professional Services

WAUPUN — The Waupun City Council approved an engineering plan for neighborhood streets, among other items at the Common Council meeting held February 10, 2026.

First on the agenda was the engineering plan for N. Grove Street, Park Street, Franklin Street, and Roosevelt Street. The recommended motion was to approve the agreement with MSA Professional Services to draft engineering plans in the amount of $57,930.

Funds for this project were planned in the 2025 Capital Budget. The full document for the engineering agreement was included in the agenda packet.

Additionally, the City plans to apply for a Community Development Block Grant (CDBG) grant for Park and Grove Streets as part of the project, which required surveys of the street residents to be submitted to the Wisconsin Department of Administration. Submitted grants are more likely to be chosen if project engineering plans have already been completed.

Alderman Mike Matoushek made the motion which was seconded by Alderman Dan Siebers. The motion passed unanimously.

“I’d just like to thank everybody for their efforts thus far in this project,” said Alderman Siebers after the vote. “It’s been a lot of additional effort for the grant opportunities.”

This included going door to door to the residences on the street to notify residents of the surveys required for the grant.

The second item on the agenda was the publication of the City of Waupun “New Housing Fee Report for Calendar Year 2025”. According to the agenda packet, “Section 66.10014 of the Wisconsin Statutes requires that we annually publish a Housing Fees Report to our website. The attached is the report compiled by staff for 2025.” This item was passed unanimously with no discussion. The report was included in the agenda packet.

Also approved were the purchase of two new police vehicles through Homan Auto, a 2026 Police Interceptor Utility and 2026 F-150 Police Responder 4×4. These were approved 5-1.

This was followed by the purchase of new video drone equipment for emergency services.

The recommended motion was to approve the purchase of an Autel Robotics EVO II Dual Drone Unit for the amount of $5,299 through Amazon. Similar models were also in consideration and attached in the agenda packet, but the Autel Robotics EVO II was chosen for its lower cost. The agenda item notes that the Beaver Dam Police Department uses the same brand of drone.

The item was passed unanimously with no discussion.

Finally, the Council agreed to merge the March Common Council meeting with the March Committee of the Whole. This was due to the meeting due to the Common Council meeting having a scheduling conflict with the Waupun Business Alliance annual banquet on Tuesday, March 10, 2026.

Typically, Common Council meetings are held on the second Tuesday and Committee of the Whole meetings are held on the last Tuesday of each month.

The combined meeting will be held on Tuesday, March 24, 2026, and will be the only City Council meeting for the month of March, 2026. The meeting will be held at 5:30PM.
