WAUPUN — The Waupun City Council met Tuesday, December 9, 2025 to discuss a number of items in preparation for the following year, as the City planned no further meetings for the month of December.
This included the final compensation scale for city employees for 2026, which classified positions from A (lowest) to Y (highest). The wage adjustments were based on median wages for comparable positions for classification.
The City Council approved updated job descriptions for the Assistant Director of Public Works, Recreation Director, Assistant Fire Chief, and Administrative Services Specialist. This was immediately followed by the compensation plans for Paid-On-Call Firefighters and EMRs. Both agenda items note that the compensation plans fit into the 2026 Budget as adopted.
The Council then considered whether they would need to hold a Primary Election for the Office of Mayor and Aldermanic Districts 2, 4, and 6. If a primary was necessary, it would be held on on February 17, 2026.
City Attorney Dan VandeZande explained the City might not know it will be necessary for a primary until close to the deadline and needed direction from the Council whether to be prepared.
City Clerk Angie Hull said that as of the meeting, only the incumbents have taken out papers and only Mayor Bishop has submitted required signatures—of which he had submitted 76 earlier that day. Mayor Bishop held a reelection campaign kickoff event the Saturday prior.
The Aldermanic District seats currently up for election are presently held by Alderman Pete Kaczmarski (Distrcit 2), Alderman Mike Matoushek (District 4), and Alderwoman Bobbi Jo Kunz (District 6).
The filing deadline for the city elections is January 6, 2025 at 5PM. Those interested in running must file before distributing papers for signatures, and must return papers before the filing deadline.
The Council then approved the list of Election Inspectors for the 2026 election. Alderman Dan Siebers thanked the election inspectors for participating.
From the Recreation Board, the Council passed the updated 2026 park shelter rental fees and Aquatic Center fees.
Park shelter fees were increased from $65 for city residents and $90 for non-city residents to $75 and $100, respectively. The McCune Park concession stand was increased from $100 plus a $50 security deposit for city residents and $115 and $50 deposit for non-residents, to $125 plus $50 depost and $150 plus $50 deposit, respectively.
Aquatic Center fees were increased 3% across the board. From $6.50 in 2025 to $6.75 in 2026 for daily entrance, $105/$130 individual season pass to $110/$135 in 2026, and $210/$260 to $220/$270. Swim lessons were also increased from $45 to $46.

Also discussed at the meeting was the Childcare Services Stabilization Grant, which the Council directed to be converted into a loan to meet current and future needs. Also approved was the placement of a new sculpture at Jerry Medema Softball Complex.
