WAUPUN — The Waupun City Council discussed only two major topics at the Common Council meeting Tuesday, October 13, 2026.
All members were present when the meeting was called to order at 5PM.
First on the agenda was a resolution Authorizing the Transfer of Community Center Maintenance Reserve Funds to the General Fund and Directing Future Revenues to the General Fund — Motion Alderman Matoushek, second Alderman Siebers. Passed unanimously, no discussion.
Next was consideration-action, with only two major items.
First was the City Hall Steam Boiler Replacement Project, from the Board of Public Works meeting earlier in the evening held at 4:30PM. Recommendation action was to award the project bid to Excel Engineering for $24,800. Motion to approve Alderman Siebers, seconded by Alderman Kaczmarski.
Before voting, Alderman Kaczmarski asked what the vote was at the Public Works Board, Mayor Bishop said the Board had a good discussion and approved it unanimously.
Mayor Bishop asked Director of Public Works Jeff Daane to explain the process. Daane said they’ve been working on it since summer and got quotes from several contractors, and chose Excel for the project. They are asking to approve the project now to get ahead of lead times so it’s ready to schedule for next year.
Alderman Siebers asked Daane to elaborate on the system.
Daane said the current system is a single boiler, and the proposed system is a twin boiler system—which would allow redundancy if one ever goes out, which is important in the winter to prevent pipes from freezing. Daane also recommended fixing leaks as they appear, instead of replacing the entire system now, which could be over a million dollar project.
Alderman Jason Westphal asked if they were buying a second boiler so they’d be different ages for staggered replacement, but noted that they answered the question earlier since both would be entirely new boilers.
According to the agenda packet, it’s two boilers at 50% capacity each.
The Council then passed the motion unanimously.
Second was the Recreation Director Job Description. Motion Alderman Siebers, second Alderman Westphal.
Alderman Kaczmarski asked City Administrator Kathy Schlieve about whether the “required” qualifications should be “desired”/”preferred”.
Schlieve said they have the flexibility with it as is, and they know what they’re looking for based on the center for the last week. Schlieve also said this is standard across all their applications at the City.
Alderman Kaczmarski asked what happens if they don’t find a candidate who meets their requirements, Schlieve said she doesn’t expect that to happen.
Matoushek asked her to elaborate on how things went at the Community Center since Kaminski left; Schlieve said that there were some processes and financial controls they can work on, and without the previous Director they need to figure out those processes in detail.
Mayor Bishop said that the Community Center is experiencing growing pains, but would be able to fill the gaps quickly. Finance Director Casey Langenfeld was in the office there for the week to keep full time management staff available.
Alderman Matoushek asked if the Rec Director reports to the City Administrator, which Schlieve confirmed they would.
The full job description was included in the agenda packet.
The motion passed unanimously.
Finally was the consent agenda, for Future Meetings, License-Permit Applications, and Expenses — Motion Alderman Matoushek, seconded Alderman Westphal. Passed unan, no discussion.
Before ending the meeting, Mayor Bishop said, “Let the record show that I ran my second fastest meeting.”
Meeting adjourned at 6:12PM.
